If UN workers can "stay alive by pretending to be muslims" doesn't that point out?

one of the major difficulties in fighting such a foe? You can't tell a friend from a killer/enemy...and no one seems to want to make it any easier. Could this be one reason that "innocent civilians" are often caught in the cross-fire? Did the UN workers simply need to speak the language, or did they shake their fists and holler Alahu akbar as well? Great they saved their own lives, but what about those they were hired to provide security for?
